ReplyDelete1.දහයියාගල අභයභූමිය අක්කර 6635ක භූමියක් තිබෙනවා. 2002 ජූලි මාසයේ 07 වෙනිදා තමයි මෙය අභ්‍යභූමියක් ලෙස නම් කරලා තිබෙන්නේ. අභයභූමිය පිටතින් ගම්මාන 30ක් පමණ තිබෙනවා. අක්කර ගණනාවක් ජනාධිපතිගේ ඩෝසරයට යටකරගෙන ගිහින් තිබෙනවා. අවුරුදු 75ක් 100ක් පැරණි ගස් කපා දමා තිබෙනවා.
2. ජනාධිපතිවරයා කිව්වේ පාරම්පරික ඉඩම් ගොවියන්ට වගා කරන්න ඉඩ දෙන්න කියලා. නමුත් අක්කර සිය දහස් ප්‍රමාණයක් අලුතින් විනාශ කරලා වගාබිම් බවට පත්කරලා තිබෙනවා. ඒ වගේම අපි දැක්කා අඩි විස්ස තිහ උස යකඩ වැටවලින් අලිවැටවල් නිර්මාණය කරලා තිබෙනවා. අලින් ඉන්න භූමිය අත්පත් කරගෙන දැවැන්ත අලිවැටවල් නිර්මාණය කර තිබෙනවා.
3. ගමේ මිනිස්සුන්ගේ ජීවිත ගමේ මිනිස්සුන්ගේ වගා ආරක්ෂා කරන්න මෙවැනි අලිවැටවල් නිර්මාණය නොවෙන බවත් ඉතාම පැහැදිලියි. තේක්ක සහ බුරුත ගස් කපා දමා විශාල දිග වැටවල් නිර්මාණය කරලා තිබෙනවා. කැලේ ඇතුලට යන්න අක්කරය දෙක හෙළිකරලා තිබෙනවා. ඇතැම් ස්ථාන අක්කර සීය දෙසීය හෙළිකරලා තිබෙනවා.
4. මේ වනවිට රාත්‍රී කාලයේ අලි වෙඩි දමා අලි එළවා දමමින් කැලෑ සුද්ද කරන්න පටන් අරගෙන තිබෙනවා. ජනාධිපතිවරයා විසින් කරන අමනෝඥ වැඩ නිසා කැලෑ වල ඉන්න ඉන්න අලි කැලෑවලින් ගම්වදින්න පටන් අරගෙන තිබෙනවා. ප්‍රදේශවාසීන්ගේ ජීවිත, වගා, ගෙවල් දොරවල් විනාශ වෙන අලිමිනිස් ගැටුමක් නිර්මාණය වෙමින් තිබෙනවා. මීට පෙර 2008 වර්ෂයේදීත් දහයියාගල අභයභූමිය විනාශ කරන්න සූදානම් වුනා.
5.මේ වනවිනාශයට එරෙහිව ගම්වාසීන්ට කිසිදු ක්‍රියාමාර්ගයක් ගන්න බැරිවෙලා තිබෙනවා. මේ වනවිට යෝජිත අලි කළමනාකරණ රක්ෂිතයට ඉඩමක් වෙන් කරන්න කියලා හම්බන්තොට, වල්සපුගල ගොවියෝ උද්ඝෝෂණයක් කරනවා. එදා හිටපු රාජපක්ෂ ආණ්ඩුව අක්කර 25000කට වැඩි ප්‍රමාණයක් එළිපෙහෙලි කළා වරාය ගුවන්තොටුපල, සම්මන්ත්‍රණ ශාලා හදන්න කියලා. නමුත් තවමත් ගැසට් කරලා නැහැ.
6.ඒ භූමියත් තමන්ගේ හිතවත් ව්‍යාපාරිකයින්ට වෙන් කරලා දෙන්න පටන් අරගෙන. අද ගොවියන්ට මාරාන්තික උපවාස කරන්න වෙලා අලියන්ට ඉඩමක් දීපල්ලා කියලා. ජනාධිපතිගේ මෝඩ තීරණ නිසා කැලෑ කපපුවාම අලි ගම්වදියි කියලා දහයියාගල මිනිස්සු බයෙන් ඉන්නේ. අලි දන්නේ නැහැ ජනාධිපති කැලෑ කපන්න අවසර දුන්නා කියලා.
7. අපි අවධාරණය කරනවා මේක ජනාධිපතිවරයා නොදැන කරන ක්‍රියාවක් නෙවෙයි කියලා. නමුත් බලයට පැමිණ ඉතාම සුළු කාලයකින් පස්, වැලි කපන්න තිබුණ බලපත්‍ර අහෝසි කරලා දැම්මා. හිතේ හැටියට පස් වැලි කපන්න, ප්‍රවාහනය කරන්න අවසර දුන්නා. චක්‍රලේඛ අහෝසි කරලා දැම්මා
8. ඇවන්ගාඩ් සමාගම මෑත කාලයේ පිහිටුවාගත් ඇවන්ඇග්‍රො නම් සමාගමට බන්ධනාගාර රැඳෙවියන් යොදාගෙන බඩඉරිඟු වගා කිරීමට අවසර දී ඇතැයි කෘෂිකර්ම අමාත්‍යාංශයේ ලේකම් සුමේධ පෙරේරා 2020 ඔක්තෝබර් 20 වැනිදා ඇවන්ගාඩ් මැරිටයිම් සර්විසස් සමාගම වෙත යැවූ ලිපියකින් අක්කර 40,000ක් ලබාදීමට එකඟ වී ඇත.

ReplyDeleteCOLOMBO (News1st): More revelations of the sugar scam, that cost the country more than 15 billion rupees, has come to light.
The Central Bank’s External Sector Report for the month of January 2021, reveals more details of sugar imports, that had been brought into Sri Lanka.
According to the central bank, imports of sugar and confectionery items had increased by 187 percent, compared to January 2020.
Expenditure on Sugar and confectionery imports, which generally average to around 20 million USD, had increased to an exorbitant 57.5 Million USD in January 2021.
This unusual increase is reported against backdrop where the government of Sri Lanka has imposed restrictions curtailing non – essential imports to the country.
A report submitted to the Committee on Public Accounts, by the Ministry of Finance, recently revealed that the sugar scam, had cost the government a staggering revenue loss of 15.9 billion rupees.

ReplyDeleteMeanwhile, the Janatha Vimukthi Peramuna (JVP) has accused Sri Lanka Customs of levying a low tax on a 7,000 MT oil consignment imported by a company named Wilmar last month.
JVP Leader Anura Kumara Dissanayake pointed out that the stocks had reached the country on 14 December when the Government had issued a gazette fixing the Special Commodity Levy on the product at Rs. 125.
“On 14 December, Wilmar imported 7,000 MT of coconut oil to the Port of Colombo. Taxes were paid at Rs. 100 per kg. This institution earns Rs. 175 million as a result of the tax reduction. Again, on 15 December, the tax was increased by Rs. 25. On 14 December, three persons imported coconut oil. Two are small-scale ones. The Government has allowed Wilmar to import 7,000 MT of coconut oil and earn an additional profit of Rs. 175 million through the gazette game,” he alleged.
Dissanayake also alleged that Government revenue is being lost due to the actions of the present Government.
According to the statistics given by Dissanayake, total government revenue estimated for 2020 is Rs. 1,555 billion. But the loan and interest instalments alone cost Rs. 1,854 billion. The year 2021 is even worse, he said, as estimated total revenue was Rs. 1,919 billion, and Rs. 2,117 billion will be spent to pay the loan instalments and interest. This shows that the total revenue of the Government is not enough to pay the loans and interest instalments. The Treasury account already has a bank overdraft of Rs. 541 billion, he said.
Commenting on the sugar tax, the JVP Leader stressed that on 13 October, tax on sugar was reduced to 25 cents and the Chairman of the CAA had increased the maximum retail price of white sugar to Rs. 85. But what happens now is that the Government has no taxes and the people have no cheap sugar.
By the end of this year, approximately 100,000 MT of sugar will be imported. Roughly Rs. 10 billion in tax revenue will be lost, he added.
When contacted by The Sunday Morning, Customs Media Spokesman and Director Sunil Jayaratne said: “The tax on coconut oil is Rs. 125, and Sri Lanka Customs is applying the Rs. 125 tax on each kilogramme of coconut oil imported to the country.”
The present market price on one litre of purified coconut oil (cooking coconut oil) is around Rs. 600.

Regional Manager who behaved fraudulently at the sale of 30000 MT of stored paddy of the Paddy Marketing Board was apprehended in Kilinochchi area by the Criminal Investigation Department
A businessman purchasing paddy has complained to the Agriculture Minister Mahindananda Aluthgamage that a Regional Manager named Rathnayake has obtained a commission of Rs. 03 per 1kg of paddy at the purchasing of 1.2 Million Kilogram of paddy.
The same businessman has informed the Minister that the said Manager is requesting commissions from him at the purchasing of balance amount too. Accordingly the Minister Mahindananda Aluthgamage has complained to the CID on the last 24th day December.
In pursuance of the complaint, the CID officials apprehended that Regional Manager today in Kilinochchi along with the bribed money. During the tenure of office of the previous government , a large scale frauds were committed at the purchasing of paddy on the pretext that the purchasing are for animal feed whereby depriving the Government of Billions of Rupees. It is those corrupt officers who are still indulging in fraudulent practices. This officer, too is an individual of the same group. The government is taking action to maintain a buffer stock by purchasing 0.3 Million MT of paddy during Maha season through Paddy Marketing Board and to face the Rice Mafia. That is why instructions were issued for emptying stores by selling 30000 MT of stored paddy. By using this situation to his owned advantage the suspect committed this fraudulent practice by obtaining commissions at the rate of Rs. 03 per one Kg of Nadu and Rs.10 per one Kg of Samba.

05 employees having connection with fertilizer related corruption and fraud that caused 1.2 billion rupees of loss to government have been interdicted.
Action has been taken with immediate effect to interdict 05 employees having connection with corruption and fraud taken place at the time of distribution of fertilizer during the year 2018/2019.This decision was taken based on many charges including preparation of forged documents including alteration of the reports of laboratory tests. Accordingly, 03 Assistant Directors and 02 Development Officers previously worked in National Fertilizer Secretariat have been interdicted. Minister of Agriculture, Mahindananda Aluthgamage had kept a continuous watch on the delay in carrying out the investigations on this fraud. Members of Parliament also raised questions in Parliament recently, from the Ministerregarding this corruption. This fraud includes even the preparation of forged laboratory test reports for non-standard fertilizers. According to the Auditor General’s report, the investigations on the said fraud were carried out. Keeping with the request of the Minister, Mahindananda Aluthgamage, the Ministry Secretary retired Major General Mr. Sumedha Pereira appointed A Special Committee to look into the said fraud matters. Minister, Mahindananda Aluthgamage continuously had made several requests to accelerate the investigations on the corruption of 201 million public funds took place in the Fertilizer Corporations and the investigations on around the 1.2billion rupees of public funds which have been revealed according to the Auditor General’s report.
The Minister, during his visit he made to Lak Fertilizer Corporation recently, also asked the relevant authorities to accelerate the investigations on the said corruption. That is why, the Committee appointed with the instruction of the Minister carried out these investigations. This Committee has recommended interdicting 05 employees connected with the said corruptions and frauds. The Committee report with regard to the matter was handed over to the Ministry Secretary, retired Major General Mr. Sumedha Pereira and subsequently the report had been referred to Mr. N.M. Ranasinghe, the Secretary to the State Ministry of Fertilizer Production and Supply and Regulation of Use of Chemical Fertilizers and Pesticides, for necessary action. Minister, Mahindananda Aluthgamage also informed the relevant authorities to take legal action even through Criminal Investigation Department apart from the investigations being carried out at Ministry level. It has been recommended that even the report of Auditor General be referred to Criminal Investigation Department. Minister, Mahindananda Aluthgamage informed that all the legal actions should be immediately taken against alleged frauds, regardless holding their status, and political friendship and personal relation etc.
More than 69 lakhs of people of this country brought His Excellency the President Mr. Gotabaya Rajapaksha with a firm hope of building the country free from corruptions and frauds, bring it back to development, restoring with a decent nation and establishing the concept of one-nation and one-law. Minister, Mahindananda Aluthgamage, therefore, asked his authorities to take hard and fast legal actions against all corruptions and fraud as well as to carry out them in an efficient manner. Minister, Mahindananda Aluthgamage, further asked not to limit to the word of interdiction, but be fully cooperated to the team carrying out the investigation in this regard and bring all the culprits who have involved in corruption of public funds, before the law.
